Lt. Col. David Carter served in three branches of the military: Army Air Corps in 1944-45, Naval Reserve in 1946-1950, and the Marine Corps in 1950-1969.
He was a member of the U.S. diplomatic-military mission to Haiti during tenuous international relations in the Caribbean, recommended U.S. reactions to a number of Central and South American crises, participated in various sensitive problems such as Panama Canal negotiations, and administered intelligence operations of 185 naval units operating throughout the Atlantic and Mediterranean. Carter served as an artillery officer with infantry units in Korea, as a logistics advisor in Haiti, and a munitions coordinator in Vietnam. He retired in 1969.
Carter has chaired several national higher education committees. He served as Deputy Executive Director of the Council on Higher Education in Kentucky, chaired the National Center for Higher Education Management Systems Information Exchange Procedures Project, served on the National Association of College and University Business Officer’s Personnel and Benefits Committee and on the Governor’s Task Force on Education in Kentucky. As a veteran, Carter served as Vice-Chair of the USS KY Commissioning Committee, the National Director of the Navy League of the US, and Chairman of the Bluegrass Aviation Shows.
